The development of electrical power well over a century ago revolutionized artificial lighting. It was then that the flame was replaced as the main source of artificial light in favor of electrically powered lighting. Since that time, the history of electric lighting has been one of continuous development punctuated by a series of major innovations.
The most commonly used lamps are Incandescent lamps, The halogen incandescent lamp, Gas discharge lighting, Low-pressure sodium lamps, High-pressure sodium lamps, Fluorescent lamps, High-pressure mercury lamps, Metal halide lamps, Ceramic metal halide lamps.
Among different luminaries, Fluorescent lamps have been widely used in various residential, commercial and industrial sectors. Fluorescent lamps are used broadly in the commercial, hospitality and retail market as down light. These fluorescent lamps are driven by a ballast, which generates a high voltage applying across the two ends of the lamp to ignite it and stabilizes the current flowing through the lamp. The fluorescent lamp has poor electrical efficiency, provides a relatively poor quality of light and lasts only 10,000 hours after which is must be disposed of through proper channels due to the mercury content.
The most recent evolution in lighting is solid state lighting based on light emitting diode (LED) technology. The light generation principle is similar to what happens in gas discharge lamps, but now the discharge happens in a solid state material: orbit changing electrons cause atoms to get ‘excited’ that subsequently fall back to their natural state thereby releasing its surplus energy in the form of radiation. The advancement in microelectronics technology have led light-emitting-diode (LED) technology to generate lighting and special purpose lighting applications.
Due to the reason that fluorescent lamp are not as energy-efficient as LED lamps today and pollution caused due to leakage of mercury from wasted fluorescent lamp, the idea of replacing the fluorescent lamp with LED is getting more and more popular. However the main concern for replacing fluorescent lamp with LED lamp is the considerable labor costs involved in the installation, because people need to open the light fixture to disassemble the existing ballast, either it be an electronic one, or a magnetic one. Another concern involved in the replacement of fluorescent lighting with LED is the lack of recycle scheme of ballast. Single Layer Metal Core PCB MCPCB consists of a metal base (aluminum or copper alloy), dielectric layer, and copper conductor layer. The single layer MCPCB can be used with surface mount and chip & wire components, and provides much lower thermal resistance than FR4 PCB. The metal core provides lower cost and allows much larger areas than ceramic substrates.

Many items of equipment like switch-mode power supplies, electric motors or transformers exhibit excessive inrush currents when they are turned on, meaning that other components may be damaged or fuses may be tripped. With NTC thermistors, it is possible to effectively limit these currents, at an attractive cost, by connecting a thermistor in series with the load. The NTC thermistors specially developed for this application limit the current at turn-on by their relatively high cold resistance. As a result of the current load the thermistor heats up and reduces its resistance by a factor of 10 to 50; the power it draws reduces accordingly. NTC thermistors are able to effectively handle higher inrush currents than fixed resistors with the same power consumption.

For normal MCPCB, there's a dielectric layer between trace copper and metal core, and the thermal conductivity is limited by that dielectric layers, so value can only be 1~3 W/m.K. But using COB MCPCB, there's no such dielectric layer because chip (die) direct touch the metal core, so thermal conductivity value of COB MCPCB will be almost the same one of metal core material itself. The normal material of metal core is aluminum, so thermal conductivity of COB MCPCB is more than 200W/m.K.

How large is the PCB (dimensions)? How long are the longest circuit etch traces and how wide?
If every LED is dissipating heat at the same time, a small PCB will get quite warm if it doesn't have something to transfer some thermal energy to?
Is this mounting on metal posts, or any kind of heatsink on the back side? If so, the heavier 2oz copper will spread the heat energy more effectively to a heatsink and I would choose that.
If the PCB has no heatsink to work with (it is its own heatsink) , the 1 oz copper will likely do OK as it can only radiate over so much surface area, and I assume the LEDs are distributed across the surface so one area doesn't have dramatically more heat to dissipate than another area.
